The Roswell-Chaves County Opioid Response Plan is a crucial roadmap for addressing one of the most pressing public health crises in our community. By strategically utilizing funds from the opioid settlement, this plan aims to build local capacity to prevent and treat opioid use disorders while supporting long-term recovery and community stability. It provides a comprehensive approach by targeting six key pillars: prevention, harm reduction, treatment, connections to services, support for mothers and newborns, and public safety. This holistic strategy not only addresses the immediate needs of those affected but also tackles the underlying social determinants of health that contribute to substance misuse. By investing in evidence-based solutions and community partnerships, the plan is designed to reduce overdose deaths, support families, and create a safer, healthier future for Chaves County.



Our 13 recommendations are


INTERVENTIONS: 100% of Chaves County residents have access to proactive and reactive measures that address immediate crises, reduce harm, and prevent overdose deaths.

  • Prescriber education and employer education

  • Prevention education programming in schools

  • Overdose-reversal medications and training for community members, schools, law enforcement, and first responders

  • Leave behind cards and medication

  • Access to tools for screening and recovery provided by the NM Health Care Authority


LINKAGES: 100% of Chaves County residents have access to pathways to connect individuals with the services and supports they need.

  • Crisis intervention program involving dispatch, law enforcement, non-emergency medical, and peer support

  • Hotline to services and treatment

  • Closed-loop referral system

  • Warm handoff to treatment or recovery housing after hospital and jail

  • Transportation to and from recovery, support, etc


THERAPIES: 100% Of Chaves County residents can access broad range of treatments and supports that address the physical, mental, and emotional aspects of substance use disorders.

  • 24/7 Crisis Center with Walk-In Access, Peer Support, Medical Detox, and In-Patient Treatment (Levels 3/4) as an Alternative to Jail or Hospital

  • Dedicated BH/SUD emergency room

  • Sober living/recovery housing
